Philippine PVPA gets president's autograph

(June 7, 2002 – CropChoice news) -- Philippine President Gloria M. Arroyo signed that country’s Plant Variety Protection Act of 2002 (RA 9168), supposedly designed to create a transparent system giving ownership rights over new plant varieties to plant breeders.

The new law essentially conforms with the 1991 UPOV Convention in regard to the grant of plant breeder's rights. It also creates the National Plant Variety Protection Board with a mandate to promulgate guidelines for implementation of the law. The Board has original jurisdiction over petitions for compulsory licensing, nullification and cancellation of Certificates of Plant Variety Protection.
